A donor brief
Turn victim support into livelihoods that last.
Strengthening Socioeconomic Recovery, Sustainable Livelihoods and Self-Reliance among Victims of Terrorism in Nigeria
The opportunity
A hidden crisis that relief alone cannot fix.
Nigeria’s fight against terrorism has produced a hidden crisis: hundreds of thousands of victims and affected households whose livelihoods, income, and economic security have been disrupted or destroyed. Immediate relief helps them survive, but it does not help them rebuild.
VLRRP is a three-year, evidence-led programme that turns victim support into sustainable livelihood recovery — moving people from dependency to self-reliance.
THE PROBLEM
- 1Terrorism and displacement disrupt income, businesses, productive assets, employment, and market access.
- 2Widows, families of fallen security personnel, and vulnerable young adults are among the hardest hit.
- 3Existing responses often apply one-size-fits-all training with limited follow-up and weak outcome measurement.
- 4The result: participants complete programmes but do not establish or sustain viable livelihoods.
The solution
VLRRP replaces uniform training with a structured, needs-based pathway.
- Assessment
- Pathway Matching
- Capability Development
- Livelihood Activation
- Market/Finance Linkages
- Mentoring
- Sustained Livelihood
Support is differentiated by each participant’s circumstances — including vocational skills, enterprise development, business recovery, productive assets, market linkages, and mentoring — rather than a fixed package.
